On Laparoe, where guns and the printing press are nothing but science fiction, one would expect magic to be in its prime. However, due to the cultural traditions and laws, only a small number are fully trained in the art. Others who wish to learn are welcome to, but most are limited by the time they have available to dedicate to their training. Most of these never progress beyond simple spells, such as converting energy into light. Even though most students are not promising, masters still teach anyone who is willing to learn--classes and apprentices, in hopes that a gifted one will come through and finish their training. Most of these amature mages are First Born teens with a temporary fascination. They see in magic a way to ease boredom and entertain themselves. Even though, culturally, they are the only ones qualified to become fully trained mages, most have large goals and great expectations for their future. They have no patience, and after a certein point in their lives, no time to dedicate to magic. A minority of the amature mages aren't First Born, and find the time to dedicate to training. Most can't find enough time, but there's usually a good number of students. These use magic to make their work easier, and usually learn nothing more.
